She is basically explaining the meaning of 'Addicted', which kind of explains itself anyway.
Basically, she is saying that she isn't happy with her friend's boyfriend coming to her place, and then leeching her weed. She's more or less saying. no, that's not ok, fetch your own. [... 'when her man, whoever the f*ck he is, when her man comes to my house and says "have you got something I can roll with"... 'no, I f*ckin don't'...].
The 'cultural' problem is that weed is illegal (I don't know why either), so it's not a great idea to have lots of the stuff around. Hence, it has to be obtained regularly in small amounts, which is no doubt a real pain in the ar$e, especially for someone like Amy, who can't just pop into a pub and buy a bag.
